Comprehensive risk management
Introduction
Comprehensive risk management (GIR) is developed in three dimensions.
• - First dimension: Prevention "Prevention (extreme natural phenomena)") of the occurrence of a disaster through better preparation of civil society and responsible institutions, such as Civil Defense;.
• - Second dimension: Mitigation of the effects caused by disasters.
