Comprehensive energy rehabilitation audit
Introduction
The Municipal Housing and Land Company (EMVS) of the Madrid City Council, the result of the merger of the Municipal Housing Company (EMV) and the Municipal Land Company (EMS), has as its "main objective... to facilitate the right to adequate housing for the Madrid population, through the programs established in the housing allocation regulations, as well as other social programs aimed at people in situations of residential vulnerability extreme».[1]
In accordance with the General Urban Planning Plan of Madrid of 1997, whenever the due agreements exist, the EMVS will manage the Comprehensive Rehabilitation Areas (API) and their corresponding Preferential Rehabilitation Areas (ARP) and Rehabilitation Areas of the Historic Center (ARCH).[2].
At the end of the 1990s it began to award the so-called "Río Manzanares Novel Prize", for which works related to Madrid competed.[3].
Between 2003 and 2013, in its mission to eradicate shanty towns in Madrid and sometimes in joint actions with the Community of Madrid, the EMVS dismantled eleven shanty towns and "special typology neighborhoods" such as those of El Cañaveral or El Ventorro, in the district of Villaverde, which led to the relocation of almost 500 families.[4].
The powers in matters of housing are exclusive and full of the Community of Madrid,[5] but since 2015 the EMVS has been trying to expand the public housing stock through the rehabilitation of buildings and the creation of housing, becoming the largest housing developer in Madrid.[6].
Between June 2015 and October 2018, they have awarded around 2,800 homes, all of them for rent.
On December 20, 2018, the Plenary Session of the Madrid City Council approved the new EMVS regulations with the votes in favor of the groups Ahora Madrid, PSOE and Ciudadanos "Ciudadanos (Spain)") and the vote against the PP.[7][8] This regulation establishes that all homes are for rent and, in addition, offers a new allotment system by groups, eradicating the previous scales.[9].
