Civil protection standard
Introduction
In Spain, the permanent action of the public powers, in matters of civil protection, is aimed at the study and prevention "Prevention (extreme natural phenomena)") of situations of serious risk, catastrophe or public calamity and at the protection and relief of people and property in cases where such situations occur.
Civil protection is a public service in whose organization, operation and execution the different Public Administrations participate, as well as citizens through the fulfillment of the corresponding duties and the provision of their voluntary collaboration.
In the event of declaration of states of alarm, exception or siege, civil protection is subject, in all its actions, to the competent authorities in each case.

Civil protection currently finds its legal basis, within the Constitution, in the obligation of public powers to guarantee the right to life and physical integrity, as the first and most important of all fundamental rights – art. 15 – in the principles of national unity and territorial solidarity – art. 2– and in the essential requirements of administrative efficiency and coordination –art. 103–. By Law, in accordance with article 30.4 of the Constitution, duties may be imposed on citizens to deal with cases of serious risk, catastrophe or public calamity, authentic de facto assumptions of civil protection.
On this basis, Law 17/2015, of July 9, on the National Civil Protection System[1] was approved.

La Ley sobre Protección Civil, establece que el Gobierno aprobará, a propuesta del Ministerio del Interior, una Norma Básica de Protección Civil que contendrá las directrices especiales para la elaboración, entre otros, de los Planes Especiales por sectores de actividad, tipos de emergencia o actividades concretas. De acuerdo con este Real Decreto, serán objeto de Planes Especiales, entre otras, las emergencias por inundaciones y que estos Planes serán elaborados de acuerdo con la correspondiente Directriz Básica.
