Bulk storage facilities
Introduction
Exolum, whose corporate name is Exolum Corporation, S. A., is a Spanish company dedicated to the transportation and storage of fuel, hydrocarbons and petroleum products. It has its headquarters in Madrid and has a network of logistics facilities throughout the Spanish territory.
It was established in 1993 under the name Company Logistics of Hydrocarbons (CLH). The company has its origins in the old Campsa,[2] company defunct after the liberalization of the oil sector. CLH was the result of the spin-off of Campsa's commercial assets that took place in 1993, as a culmination of the liberalization process that had been undertaken after the approval of new European community laws that put an end to the state oil monopoly.[3].
History
Since 1927, the manipulation and trade of oil in Spain had constituted a monopoly in the hands of the State, with the Leasing Company of the Petroleum Monopoly (CAMPSA) being in charge of its administration. At the end of the 1980s, liberalization of the oil sector began to be promoted under the aegis of the National Hydrocarbons Institute. In 1992, a law was approved that declared the extinction of the monopoly and segregated CAMPSA's commercial assets among the oil companies that were then operating in Spanish territory (Cepsa, Repsol, BP),[4] who divided up their network of gas stations.[5] From CAMPSA's logistics assets, the Hydrocarbon Logistics Company was established on January 14, 1993. (CLH).[1].
The new company had the function of providing logistics services for the storage, transportation and distribution of hydrocarbons (and chemicals).[5] A few years later the State would also regulate the access of third parties to the company's logistics system. In 2006, CLH controlled a network of oil pipelines that reached 3,475 kilometers in length, as well as thirty-nine storage facilities; It also had a supply service for thirty airports.[1] By then the company was in charge of 84% of the distribution of hydrocarbons on Spanish soil.[1].
In 2021 it begins to operate under the "Exolum" brand, the result of the transformation that the company has undergone in recent years.[6].
