Building Planning Law
Introduction
The Building Planning Law, also known by its acronym LOE, is the building legislation in force in Spain since 1999. It emerged to define basic building requirements, which were subsequently developed as regulations by the Technical Building Code.
It determines its scope of application and the powers and obligations of building agents.
Technical and administrative requirements of the building
In order to ensure the safety of people, the well-being of society and the protection of the environment, buildings must be designed, constructed, maintained and conserved in such a way that the following basic requirements are satisfied:.
The Technical Building Code is the regulatory framework that establishes the basic quality requirements of buildings and their facilities, in such a way that allows compliance with the previous basic requirements.
The project is the set of documents through which the technical requirements of the works are defined and determined. The project must technically justify the proposed solutions in accordance with the specifications required by the applicable technical regulations.
The construction of buildings, the execution of the works carried out in them and their occupation will require the required licenses and other administrative authorizations, in accordance with the applicable regulations.
It constitutes the Building Book:
The Book will be delivered to the end users of the building.
Scope of application
It is mandatory to comply with the building process, understood as the action and result of constructing a permanent, public or private building. The fixed installations and equipment, as well as the urbanization elements that remain attached to the building, are considered to be included in the building.

Types of use
Three groups of uses are defined for buildings:
Depending on these uses, Project and Construction Management tasks are reserved for some degrees or others. Thus, for example, Group A buildings can only be designed and directed by Architects.
