Introduction
The Building Planning Law, also known by its acronym LOE, is the building legislation in force in Spain since 1999. It emerged to define basic building requirements, which were subsequently developed as regulations by the Technical Building Code.
It determines its scope of application and the powers and obligations of building agents.
Technical and administrative requirements of the building
In order to ensure the safety of people, the well-being of society and the protection of the environment, buildings must be designed, constructed, maintained and conserved in such a way that the following basic requirements are satisfied:.
• - Related to functionality:
: Use, in such a way that the layout and dimensions of the spaces and the provision of the facilities facilitate the adequate performance of the functions provided for in the building.
• - : Accessibility, in such a way that people with reduced mobility and communication are allowed access and circulation through the building in the terms provided for in its specific regulations.
• - : Access to telecommunications, audiovisual and information services in accordance with the provisions of its specific regulations.
• - Related to security:.
• - : Structural safety, in such a way that no damage occurs to the building, or parts of it, that originates from or affects the foundation, supports, beams, slabs, load-bearing walls or other structural elements, and that directly compromises the mechanical resistance and stability of the building.
: Safety in the event of fire, in such a way that the occupants can vacate the building in safe conditions, the extension of the fire within the building itself and adjacent buildings can be limited, and the action of extinguishing and rescue teams is allowed.
: Safety of use, in such a way that the normal use of the building does not pose a risk of accident to people.
• - Relating to habitability "Habitability (architecture)"):
: Hygiene, health and environmental protection, in such a way that acceptable conditions of health and tightness are achieved in the interior environment of the building and that it does not deteriorate the environment in its immediate surroundings, guaranteeing adequate management of all types of waste.
