Awareness plan
Introduction
The Plan Corresponsables is a program of the Government of Spain, financed by the Ministry of Equality "Ministerio de Igualdad (Spain)"), which aims to facilitate the reconciliation of family and work life, as well as create employment in the care sector, under article 44 of the Law for the effective equality of women and men that guarantees the right to the reconciliation of personal, family and work life.[1].
The Plan was created by Agreement of the Council of Ministers "Council of Ministers (Spain)") of March 9, 2021, with an initial amount of 190 million euros.[2] It was created in the context of the COVID-19 pandemic, which had made it difficult for parents' work to be compatible with the care of minors, which is why the Ministry of Equality established this public program that aims to finance the child care system, both to allow conciliation to generate employment in this area.[3] Although it was initially intended for children under 14 years of age,[2] as of 2022 it was raised to children under 16 years of age.[4].
The Plan mainly finances three measures:[3].
-
- Creation of job boards. The Plan finances job boards at the autonomous community level for professionals in the care sector, who help in the care of minors both in the family home and in authorized public establishments (e.g. play center).[5] It also includes work accreditations for professionals.
-
- Raising awareness and promoting co-responsibility. The Plan pays for informative measures to raise awareness, mainly among the male population, in the field of equality, conciliation, gender gaps and stereotypes.
-
- Studies and technical work. The Plan also covers specific studies on the care of children and young people who are recipients of this measure and their families.
