Central services
• - The General Operations Subdirectorate, which assumes the updating, monitoring and control of the situation and operation of the State Highway Network, including the analysis, diagnosis and prognosis of road supply and transport demand; prepares and updates the inventories of the State Highway Network, as well as the establishment of the information management system of the General Directorate of Highways, in addition to the implementation, maintenance and operation of intelligent transport systems, without prejudice to the powers of the Ministry of the Interior "Ministry of the Interior (Spain)") and in coordination with the General Directorate of Land Transport; manages the transfer of sections of the State Highway Network that are transferred to the City Councils and changes of ownership of existing roads by virtue of mutual agreement with other public administrations; carries out the inventory, analysis and monitoring of accidents, as well as the preparation of reports and studies, in addition to the coordination of initial training programs and periodic updating of knowledge of road safety auditors and the management of safety procedures for road infrastructures in service, or similar procedures that community legislation establishes, within the scope of the Department's powers, without prejudice to the powers of the Ministry of the Interior; prepares studies and reports and coordinates, inspects and controls the roads operated under concession with direct tolls to the user; manages the road heritage and its defense in the areas of public domain "Public domain (administrative law)"), of easement "Servicion (right)") and of affection; manages and monitors noise matters, as well as the preparation of noise maps on the State's road network and its action plan, and carries out the project and coordination, inspection and control of service area concessions.
• - The General Subdirectorate of Projects, which is responsible for the functions of preparation, monitoring, supervision and control of road planning, as well as preliminary, informative and environmental impact studies, within the scope of its jurisdiction; of the preparation, monitoring, supervision and control of preliminary projects, basic or layout projects and construction projects of state highways. As well as carrying out safety impact assessments of road infrastructure and road safety audits of preliminary projects and projects, within the scope of the Department's powers, without prejudice to the powers of the Ministry of the Interior "Ministry of the Interior (Spain)"); of the management and monitoring of environmental protection and sustainability activities; the monitoring of the agreements and protocols in which the DGC participates, except those related to the transfer of road sections to City Councils, and changes of ownership of existing roads by virtue of mutual agreement with other public administrations and the preparation, control and supervision of the feasibility studies of concessions of new road sections, in coordination with the Government Subdelegation in the Concessionaire Companies of National Toll Highways.
• - The General Conservation Subdirectorate, the competent body for the preservation of road heritage, through the use of management and planning systems for rehabilitation, improvement and adaptation to regulations of the different elements of the road; the management of the quality of the road service, through road assistance activities, winter road maintenance and ordinary maintenance and road surveillance activities; the preparation, monitoring, supervision and control of preliminary projects and conservation and road safety projects for carrying out works on state roads, as well as road safety audits in the initial phase in service and road safety inspections, within the scope of the Department's powers, without prejudice to the powers of the Ministry of the Interior "Ministry of the Interior (Spain)"); the management, monitoring and technical and economic control of the construction and quality of road safety works, conservation and rehabilitation of the road network, and its incidents and the coordination, inspection and control of road concessions without direct payment from the user, from the moment of their commissioning, in coordination with the Government Subdelegation in the National Toll Highway Concessionaire Companies.
• - The General Construction Subdirectorate, which is responsible for the management and control of construction and the quality of new infrastructure and conditioning works, as well as the technical monitoring and economic control of the works and their incidents. As well as carrying out road safety audits of modified projects, from the phase prior to commissioning, within the scope of the Department's powers, without prejudice to the powers of the Ministry of the Interior "Ministry of the Interior (Spain)").
• - The Subdirectorate General of Coordination, which is responsible for the functions of preparing the preliminary draft budget proposal and the management and processing of the credits and expenses assigned to the governing body, as well as the management of matters related to bidding, contracting, acquisitions and expropriations, without prejudice to the powers of the Undersecretary of Development or other higher or directive bodies of the Ministry and in coordination with them; and approval of instructions related to all procedures processed by the general management.
