Introduction
The National Heritage Institute (Romanian: Institutul Național al Patrimoniului, INP) is a government institution of Romania established in 2009 by merging the National Office for Historical Monuments with the National Institute for Historical Monuments. In 2011, the Institute of Cultural Memory (CIMEC) was absorbed by the INP.[1].
Powers
The National Heritage Institute has the following main powers:[2].
• - Manages the funds allocated to the investigation, expertise and execution of the works of consolidation, restoration and enhancement of historical monuments, through the National Program for the Restoration of Historical Monuments, financed from the state budget.
• - Manages, on behalf of the Ministry of Culture "Ministry of Culture (Romania)"), historical monuments entered into state property for any reason, other than those managed by other public institutions.
• - Manages, through the granting of credits, the amounts from the application of the seal of historical monuments, as well as from other sources with the same destination.
• - Prepares, according to the strategy of the Ministry of Culture, and submits for approval the National Program for the Restoration of Historical Monuments and ensures the awarding of contracts for the design and execution of the restoration, conservation, protection and enhancement of the objectives contained therein.
• - Verifies and proposes for approval, in accordance with the law, the technical-economic documentation of the contracted works.
• - Provides specialized technical assistance to the Ministry of Culture in the field of organizing the activity of protection of historical monuments.
• - Proposes to the Ministry of Culture the initiation of regulatory acts in the field of protection of historical monuments.
• - Ensures the scientific support of the decisions and opinions of the National Commission of Historical Monuments on the classification and evidence of historical monuments, the interventions in them, as well as in their protection areas.
• - Prepares the archives of the historical monuments that are proposed to be included in the World Heritage List.
• - Prepares and periodically updates the List of Historical Monuments (LMI) of Romania").
• - Manages the documentary collection of historical monuments. This fund includes: the archive, the photo library, the cartographic fund and the library, which are public property of the Romanian state.
