Activities Ordinance
Introduction
Opening license is the common name for the activity license that is given to the administrative file that has the legal character and the necessary documentation for the exercise of a certain activity of a public or private nature, such as the opening of bars and restaurants, businesses in general, etc.
The different municipalities of each community usually have their own municipal ordinances in which they further develop the legal and technical parameters as well as the classification of activities. However, with the entry into force of Decree Law 19/2012,[1] May 25, the figure of responsible declaration[2] or rapid license for certain activities and premises appears, which makes it possible to immediately open a business.

The classification of activities depends on each country, community, region or municipality. There are general guidelines established by each country or autonomous community to describe the classification. The types of license are differentiated by the activity that is going to be carried out on the premises. Based on this, different documentation and reports will be delivered for granting. The license types are established in two main groups of activities: harmless or unclassified activities, and harmful or classified activities.[3].
The group of harmless activities refers to all those that do not pose any danger or can cause damage to the environment. On the other hand, harmful or classified activities involve those that may cause inconvenience to people or the environment. While the license in the first group involves a simple procedure, in the second group it even involves the completion of a complete technical project and approval by the City Council.

A professional document must be developed that reflects the activity that is going to be carried out, the characteristics of the premises and exact compliance with the regulations, as we have pointed out at the end of the previous point. All this as established in the corresponding annexes of the Ordinance Regulating Works and Activities (O.R.O.A.) and which remains posted on the Management and Urban Planning page within the portal of the Seville city council.
