Action polygon
Introduction
System of Action for Cooperation (SAC). In Mexico, it is the instrument that aims to manage and execute urban improvement projects in polygons operated by the owners of the properties within its perimeter supported by the Secretariat of Urban Development and Housing of the Federal District (SEDUVI) "Secretaría de Desarrollo Urbano y Housing del Distrito Federal (Mexico)").[1] Within the SAC, works and projects are executed for the direct benefit of the urban environment. It is in charge of urban policies with sustainability in relation to concentration agreements with other local administration agencies and property owners.
Its main objective is the improvement and consolidation of the areas, through promotion, support of infrastructure and equipment. Thus, such as the development of public services, housing, commerce, recreation, and tourism, through the creation of new spaces.
He is interested in improving the conditions, functions and development of Mexico City. It involves agencies from the capital government (public sector) and the private sector that together work for said urban development.
Within the Cooperation Action System it is important that the contributions of resources by the participants are defined. In addition, instruments and mechanisms are established to guarantee the clarity and transparency "Transparency (economy)") of the assets, as well as the resources contributed to the system.
There is in the system an immersion of the land for the action polygons in which the development of the same polygon is enhanced. The system does not exempt individuals from carrying out the relevant procedures to obtain licenses, permits or authorizations for works and projects. As stipulated in the Regulations of the Urban Development Law.
“The purpose of the action systems is to articulate the action of the public, social and private sectors for the realization of urban projects and works, which can be private, social and through cooperation and capable of being carried out in a scope of application or in a polygon of action, as provided in articles 63 of the Urban Development Law of the Federal District and 114 of its Regulations.” [2].

In the Urban Development Law of the Federal District, Title Five of the Execution of Planning Instruments, Article 78, it is established that: “for the application of the programs, Social, Private or Cooperation Action Systems may be adopted in action polygons, which will be authorized by the secretariat, which will coordinate and establish the forms of cooperation for the concertation of actions.”[3].
